Climate Investments Policy Specialist

Are you passionate about climate policy, communications, and enjoy working in a collaborative environment? We have an exciting opportunity for a highly motivated Air Pollution Specialist (APS) to join our team! In this role, you will be integral to the California Climate Investments program, which oversees programs and projects funded by Cap-and-Trade auction proceeds. These projects span a wide range of sectors, focusing on reducing greenhouse gas emissions and benefiting disadvantaged and low-income communities.

 

The APS will serve as the legislative analyst for the Climate Investments Branch. The APS will also support the Climate Investments Policy Section in policy development and implementation, as well as in communicating the outcomes and benefits of California Climate Investments projects to various audiences. Key responsibilities include:

 

• Tracking and analyzing legislation

• Preparing legislative and budget-related documents

• Conducting environmental, technical, and budgetary analysis

• Communicating project outcomes and benefits

• Developing policy recommendations

• Responding to inquiries

• Collaborating with internal and external parties

 

The ideal candidate will have strong analytical skills to perform detailed analyses, develop recommendations, and provide guidance for agencies implementing California Climate Investments. The APS must be able to present findings clearly and concisely to various groups, stakeholders, and other audiences.
 

Additionally, the APS will participate in high-profile and sensitive meetings with administration officials, legislative staff, state agency staff, and other interested parties. Representing the California Air Resources Board (CARB) at forums and workshops will also be an important part of the role.

 

To ensure effective coordination and communication across the Board, the APS should be well-versed in CARB’s major programs aimed at reducing emissions of air toxics, criteria pollutants, and greenhouse gases, as well as existing climate change legislation.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
 

• Position located in a high-rise building.

• Requires being stationary, consistent with office work, for extended periods.

• Standard office environment (artificial lighting, controlled temperature, etc.)

• Daily use of a personal computer, office equipment, and/or telephone.
• Occasional travel may be required.
